Toll Royal Railway is a joint venture company with Toll Holdings and the Royal Group.

David Kerr was appointed as CEO in 2009 and was chartered with developing a railway company based on International Best Practice.

The company was established on the principals of the Australian Corporations Act and Trade Practices Act, Safe Working was based on the Australian CoP the Safety Management System has been developed on the basis of the Australian NAP.

The Instruction Company was selected to develop individual training plans, develop courseware, deliver competency based training, conduct competency assessments, issue certification to an established recognized international standard.

The Instruction Company has proven to be a strong alliance partner in training and assessing our workforce, after refurbishing locomotives, wagons, workshops, railway lines, bridges and culverts Toll Royal Railway has achieved 5 years without any incident, without any injury and continues to be an employer of choice in the region.

Toll Royal Railway achieved ISO 9001, 2008 accreditation as a Commercial Train Operator in October 2010.

GrainCorp has enjoyed a successful partnership with The Instruction Company to assist in satisfying our training and competency requirements of the National Rail Safety Law. GrainCorp and The Instruction Company have jointly developed training packages that are tailored to the specific needs of GrainCorp operations.   Both GrainCorp and The Instruction Company look forward to the continuance of what has been a successful venture between RTO and Rail Operator thus far.

Steve's business (The Instruction Company) was engaged when we discovered that our internal training, governance, structure and oversight processes had failed miserably, and we were at real risk of compromising our accreditation obligations.

So, we quickly needed someone who could whip our processes back into shape, who could provide us with the Registered Training Organisation (RTO) requirements, and who could help put together a plan to help get our house back in order.

Now Steve has been known to ruffle a few feathers (probably a combination of being passionate about safety training and being a Western Bulldogs Football Club supporter!), but that's what happens when you need to introduce change. Steve and his organisation have provided training and RTO requirements to many mainland rail organisations, and there wouldn't be too many people around who would know more about rail safety training.

Anyway, his work in helping fix up our training regime is done. Along with others in the training team, this work has meant we've passed our recent National Rail Safety Regulator audit with a clean bill of health.

The Instruction Company will continue to be involved through our RTO arrangements.
