ARTC NSW Track Vehicle Operator

The ARTC NSW Track Vehicle Operator course is designed to qualify participants to safely operate road-rail vehicles and other on-track machines on the ARTC NSW rail network. The course ensures that participants understand the operational requirements, safeworking responsibilities, and communications protocols involved in controlling rail-bound vehicles. Emphasis is placed on safety, regulatory compliance, and coordination with Network Control and other safeworking personnel.

Introduction:

In alignment with industry consultation and the job role expectations, the following is needed for course admission:
  • A valid Category 1 Rail Medical assessment
  • CPCWHS1001 Prepare to Work Safely in the Construction Industry 
  • TLIF0020 Safely Access the Rail Corridor 

 As well as one of the following roles and associated units of competency:

Road-Rail Plant Operator 

  • TLIC3045 Operate a road/rail vehicle 
  • TLIC2054 Access rail track to run track vehicle within defined worksite 
Rail Bound Plant Operator - National
  • TLIB0012 Maintain and use hand tools 
  • TLID0020 Shift materials safely using manual handling methods
  • TLIE1003 Participate in basic workplace communication
  • TLIF0025 Follow work health and safety procedures
  • TLIF2010 Apply fatigue management strategies
  • TLIB2085 Apply track fundamentals
  • TLIU2008 Apply environmental procedures to rail infrastructure
  • TLIC2054 Access rail track to run track vehicle within defined worksite
and either 
  • TLIC0010 Propel and operate light on track equipment 
OR
  • TLIC2058 Travel medium or heavy self-propelled on-track equipment

Target Audience:

This course is delivered through four days of classroom-based learning and includes knowledge assessments, an in-field logbook, and practical observations to evaluate both theoretical understanding and hands-on competence.?

Learning Outcomes:

  • Operating track vehicles safely: Understanding operational controls, safety systems, and procedures for starting, stopping, and manoeuvring on-track vehicles.
  • Managing vehicle movements within protected worksites: Coordinating movements with Protection Officers and other site personnel.
  • Communicating with Network Control and safeworking personnel: Using correct communication protocols, including obtaining authority to access track.
  • Complying with ARTC NSW Network Rules and Procedures: Operating within network guidelines for safe movement and positioning of vehicles.
  • Responding to faults, failures, or incidents: Applying procedures for breakdowns, emergency stops, and incident escalation.

Learning Methods:

  • Knowledge assessments: Written tests to evaluate participants' understanding of the course material.
  • In-field logbook: Participants complete tasks under the supervision of a qualified mentor, documenting their experiences and competencies in a logbook.
  • Practical observation assessments: Hands-on activities where participants demonstrate their skills in a controlled environment.
